Social innovation is attracting growing interest from municipal governments. However, the adoption of social innovation processes by a municipal organization involves adjustments to the institutional arrangements. This article focuses on the development and promotion of social innovation processes by municipal non-governmental actors. The objective is to identify the institutional and bureaucratic barriers to social innovation, and to offer a conceptual framework to practitioners facing this problem to help overcome these barriers.
