Abstract

The objective and the purpose of projects largely reveal the complexity and challenges for most of the practitioners in project management. The objective of projects is part of the perspective of meeting a need, while the purpose of projects contributes to the diversity of perspectives. They also contribute to the development of project management through this same divergence. Indeed, this plurality of meanings given to the project reveals a fundamental element of its success: the participation of stakeholders. It also indicates that the realization of a project requires a common perspective that is rather delicate, especially in the public sector, which gathers numerous stakeholders. The characteristic of least developed countries (LDCs), such as Haiti, attests these different exogenous factors (e.g., culture, sociology, political environment and economy) of public projects.
