Abstract

The changes to Quebec public policies have directly affected the concerted action for territorial development and undermined the “Quebec model”. However, research conducted in eight distinct territories shows how collective intervention can effectively support communities by harnessing the local history of concerted action, by supporting the leadership of elected officials, by combining practical and academic knowledge, and by exploring new resources from philanthropy. The article illustrates these resilience factors using actual situations. It also raises questions about the importance of current public territory occupation policies that are presently lacking, and identifies four challenges that are currently faced by the community workers.
