Abstract

In this text, we analyze the boundaries of rural Québec, in particular those that have separated rural areas from public forests since the 19th century. From the end of the 1800s until the 1970s, private clubs and forest concessions restricted rural resident access to public forests. While access to public land was recovered in the 1980s, forest governance remains elusive to rural populations. Lastly, we examine the latest forest regime reforms that have taken place since the turn of the century and the extent to which they allow for greater participation of rural actors in decision-making for public forest development.
